Edit: Partially solved, while hotkeys dont work at all, I am able to click the little Parsec icon that displays on the game window and click Chat. I've tried moving it using the right-click menu on the taskbar, but it doesn't appear to be working. I can click to focus on it, hover over it on taskbar to see it for a while, and even write in it, but I can't really click onto anything. But I can't really see it on the monitor. If I click on the parsec icon, I can see that a parsec window has appeared on the taskbar. It will display the Game Controllers Settings dialog. Right-click on it and select Game controller settings from the popup menu. It seems to work, but I can't open the parsec app window. Open the Control Panel, click on Devices and Printers. I appear to have run into a strange problem with parsec.
